Quote from googling:

In online forums and other online discussion spaces bump is the word used to describe an action (e.g. a message post) so that a particular thread is returned to the top in the list of threads.

If nobody is discussing the topic anymore and the last message is from months ago, then there's no point in "resurrecting" the thread.

This is just common sense, it's kind of like saying Merry Christmas to your friend in February because you didn't get a chance to do it during christmas. it's simply no longer relevant.

To add, unless you add something relevant and justifiable that make the Bump worth it. Then the "Don't bump old threads rule" is void.

Another think is that this rule do not apply at sticky threads, as they are already at the top (As long as you post something Relevant to the thread, Like the FORUM-GAME AND DISCUSSION IMAGES THREAD are ok to bump as long as it is a relevant post).

You kind of have to develop a feeling for this sort of thing. It's a decision you've got to make based on how old the thread is and what your post actually adds. Saying you find something funny or interesting is hardly worth a post itself, it gets annoying if someone posts it 24 hours later because people had already forgotten about the thread. Posting a solution to someone's unresolved problem after two weeks could be relevant, but not after a month or two, it's very unlikely the person is still looking for a solution.

If you have a video that falls into a category we have a specific thread for, bumping doesn't matter at all.
For instance, if you found a weird Japan vid, it would be completely fine to make a year bump in this thread:
